Out of their list I'm missing 6 out of the 20 you wrote.
What I put together so far:
1. Spirited Away (2001: Hayao Miyazaki): One of my favorite animated films of all time. There was something completely magical for this movie to me.
2. Throw Down (2004: Johnnie To): There is a certainly ineffable element to this movie that keeps me thinking about it. Is it the references to Kurosawa? Is it the hopelessness of the main character and his possible redemption? Nah, it must be the mumbling, video game playing, judo throwing Triad member.
3. Drive (2011: Nicolas Winding Refn): I was so happy I got to see this in the theater.
4. Infernal Affairs (2002, Hong Kong, Andrew Lau Wai-Keung, Alan Mak Siu-Fai): While I like The Departed, I saw this first and it helped me affirm my love for HK cinema.
5. Sparrow (2008: Johnnie To): Read my review .
6. The Twilight Samurai (2002: Yôji Yamada): The type of Jidei Geki film that I thought was lost years ago.
7. In The Mood For Love (2000: Wong Kar-wai: Hong Kong): Beautifully moving film from Wong.
8. The Prestige (2006: Christopher Nolan): I just enjoyed it. I loved the parallelizations that many critics did not pick up on. I think a bit more complicated of a movie than some realize. But being a fan of magic does not hurt as well.
9. Captain America: The Winter Solider (2014: Anthony Russo, Joe Russo): One of my favorite comic book films.
10. Sherlock Holmes: A Game of Shadows (2011: Guy Ritchie): You may be wondering why. I’m not sure,though I have already seen it several times.
11. Seven Psychopaths (2012: Michael McDonagh): Another one I was lucky to see in the theater.
12. Gran Torino (2008: Clint Eastwood): Here is a movie that has a chance of going futther down this list. While the film had some weak performances, I just had a blast with the anti-PC Eastwood.
13. Election (2005: Johnnie To): The film along with PTU that got me back into Johnnie To.
14. Hero (2002: Zhang Yimou): My favorite wuxia film of the 2000s.
15. Ocean Heaven (2010: Xue Xiao-lu)
16. Kung Fu Hustle (2004, Hong Kong, Stephen Chow): I really can't decide between this or Shaolin Soccer for a top 20 pick.
17. Infernal Affairs II (2003, Hong Kong, Andrew Lau Wai-Keung, Alan Mak Siu-Fai): Has one of Francis Ng's greatest performances. An underrated sequel.
18. Downfall (2004: Oliver Hirschbiegel: Germany): Superb characterizations. Great film to watch after Valkerie and before Inglourious Basterds.
19. Tropic Thunder (2008: Ben Stiller): I just had a blast with this comedy. I thought it was well done, already have seen it a few times. Of course, I'm crazy.
20. Exiled (2006: Johnnie To): I probably have too much To on my list, but well I also really liked this movie, especially the ending.

I haven't seen nearly enough films to comment, but the top list is pretty boring/weak. I'm sure there are better films out there
