It seems that it used to be that when I would go into a particular forum, it would display the topics arranged in the order of most-recently-responded-to. Now it doesn't; it seems random. It is irksome. Is there a way for me to change it back? I poked around in the settings and didn't see anything.

There doesn't look to be a way to change the forum topic/thread order any more but mine is the same as Hung's and is already in the order you've asked for.

Ah, I see what it is now. You have some "sticky" threads, but I did not recognize them as sticky.
